I would return it. It wasn't mine to begin with. Hope they do the same! If they don't, then just get a refund from Target. Say you never received it?

Thank you for all the advice, everyone! I stopped by the apt office on my way home and spoke to the woman in person. She told me that she wouldn't call the current residents on my behalf and advised me to proceed how I saw fit.
Luckily, the mail carrier was on property at the time and checked the mail box for me, and it turns out the current residents are just lazy about checking mail. My package was still there! So now I have it, and I can still hold out hope that the tenants would have returned the package if they had taken it out of the mailbox

@MrsRoo: I'm glad you got your package! This happened to me a few months ago only I had moved across the country. The girl who moved into my old apartment looked me up online and emailed my work address asking how she could get the package to me. For some reason she didn't want to just return to sender (Zulily) and offered instead to mail it to me if I sent her money for the postage via paypal.
I expected to get the package in the mail from her but then it never came. I emailed her about five times over the course of 2-3 months asking if she still planned to send it and never received a response. I finally had to threaten to report her to the post office since it's illegal to tamper with someone else's mail and I had documented proof (our email exchange) that she had received my package and was holding on to it. After that she finally sent it to me but was very short and rude in our email exchanges. I was happy to finally get my package but the whole ordeal was really strange. I didn't understand why she would go out of her way to track me down and offer to send me the package but then go MIA like that!

Maybe something happened in that girls personal life that made her disappear like that? But then even if that's the case, she could have returned it to Zullily without really going out of her way. Strange. Glad you got it eventually! -
