I need some help from some expert DIY'ers! I found this...

And I really want to make it but I don't know how! Do you think those paper things are made of tissue paper? If so, would those hold up in a humid climate for very long? I know that picture doesn't show much detail, but I am asking for any help that I could get. Thanks!

They look too opaque to be tissue paper (not that I'm an expert) . . . and more closely resemble a light-weight colored paper (cut into strips, and halved in the middle to make the bunches).

Those puffs made of tissue paper are really easy (though a bit time consuming if you're making a ton), I think they look great!!
