M is 16 months. I noticed this evening after daycare that his penis is red, starting at the base (which is the redest) and all the way up with some mini dots on it in a sporadic pattern. Also, the base is swollen. He won't stop itching.
My lack of penis is making me freak out and think holy cow! every time I look at it. Should I call the pediatrician?

I have no idea but I know my nephew around your LO's age had a red penis and was given some sort of ointment.

I would. My son has never had that and it would also freak me out. Sounds like some kind of rash.

I don't have a boy, but maybe it's a yeast infection or something? I would call the ped.

My son had red dots all over his penis a couple weeks ago. He didn't really seem bothered by it but he's only 11 months so hard to tell.
Turns out it was a yeast infection. Canesten cleared it right up, as per my docs instructions. She said to use it 3 times per day for up to two weeks. It was gone in less than a week.

Sounds like a yeast infection. My LO had one earlier this year. My pediatrician had me mix equal parts of Dr. Beaudreaux triple paste (red tube), A&D ointment and hydrocortisone and apply after every diaper change, and to keep applying a few days after the spots disappeared to make sure the infection was gone. It took about a week to clear up but looked better almost immediately.
