The easiest way for us would be to throw the toys in the tub and fill it up with water and add some bleach.
However we rarely clean all the toys at once like that so we either just wash by hand or with a lysol wipe.
You also could consider the dishwasher.

One of our librarians told me they run the duplos through the washing machine in a laundry bag or pillow case! I thought this was creative, but it has to be loud!!
I usually just wipe stuff with Lysol wipes.

We did the bathtub/bleach after HFM came through the house...otherwise dishwasher or just in the sink for our normal cleaning!

@jhd: This works well and its not that loud Even my mom cleaned the duplos and legos this way back in the day. I know for a fact that this is the way daycare cleans them regularly too.

I usually use the dishwasher for hard plastic pieces and mesh bags in the the washing machine for everything else.
Just FYI - bleach and other cleaners can damage plastics, so don't use it on anything that is supposed to hold your kid (jumparoo/bouncy chair/etc)
