Okay, I'm curious now. Spin off of @adira's post.
All along I was planning on ordering all regular sized cupcakes for DD1's 4th birthday party at the zoo. The mini ones are tiny! See below.
Their parents will be with them so they can always scrape off the frosting. Which is what I do. 
Primarily 3-4 yo with a few young toddlers.
Regular or Mini?

I voted mini for a classroom mainly because they would eat it in addition to the PM snack

Mini. I find that the frosting/cake ratio is too high and prefer mini ones. If kids want another, it's still less cake than one regular sized cupcake.

@Mamaof2: if we bring in anything for bday, it has to be during snack time. So they can eat the cupcake/whatever you bring in or the school snack.
I vote regular. This way you have some for the parents too. My DH would eat like 3 mini cupcakes if he was hungry.

I would do regular for the party since presumably parents will be eating them, too (or you could do a combo of regular and mini). I said mini for daycare since it'll only be the kids eating them.

@Smurfette: LOL seriously, I didn't expect the minis to be so tiny! They're like cake bites! I'm ordering enough for parents too. We'll also be feeding parents too.

I taught preschool where 15 kids turned 4 during the year and each parent always brought in the regular cupcakes. 90% were thrown away in the trash each time. Most kids would lick the frosting a couple of times, take a bite, and throw it away.
One mom brought a cookie cake and that was 100% eaten

minis are bite sized and too small imo!
for DD's 5th birthday party, I ordered a 12", 6 layer rainbow cake and 2 dozen mini cupcakes just in case we run out of cake

@Mamaof2: haha I'm going to keep doing it while I can get away with it. M with icing is like a doped up energizer bunny. It ain't pretty.
@misolee: cookie cake is a cute idea for daycare! I haven't thought about daycare yet. I usually make "healthy" muffin "cupcakes".

For a regular party, definitely the full size. I can see doing mini in the classroom.

Regular! It's the one time it's totally ok for kids to eat cake and icing.... And parents, too
