I'd try and call a few manufacturers directly to see if they offer additional small sizes, or know how to get them. Try Capezio, Bloch, even Payless.
Also, going into a dance store in person might be the most helpful. I danced for nearly 20 years and always bought shoes in person. The stores care about helping dancers find the right fit.

@Mrs. Chipmunk: actually, tap for toddlers was not at all popular where I lived in Asia - foreign moms were always trying to start tap classes.
Dance shoes often run small-ish, imo, so don't give up on the 5's.
