I would go ahead and send it out. Since you know what the gift is and you can thank them for it specifically I don't see any reason why you should hold off on sending the thank you note. And hey, if they are dragging their feet on getting it to you maybe the thank you note will be a good reminder : )

I think I wod just go ahead and send the thank you now. Their intent was clear and it doesn't matter if they deliver on the gift or not, you still want to thank them for their presence at your shower.

I would thank them for the warm wishes and tell them you are excited for the car seat to arrive because it will be so handy to have and was very thoughtful of them. Once it arrives, I would thank them again to let them know you received the gift. I agree that thanking them now might remind them to send the gift in case they haven't already.

I would send it. Say something like "I'm so excited to get the new car seat " so they know you don't have it yet, but then you won't have to worry about it.

I would wait til the gift arrives, but if you want to get thank you notes out of the way, I think it's fine to send now since they sent you that picture.
