When did your LO start wearing a scarf? What are the safety issues at that age? Is there a better toddler friendly version (loop va long rectangle?)?

My mom made C a super cute hate that coordinates perfectly with her winter coat. I was thinking a matching scarf would be adorable but not sure what type. She's very observant that DH and I both wear scarves and I feel like she might wear it.
