When are kids old enough to wear a scarf?

I put one on m but she doesn't keep it on long..

I just got Charlie one from Zara that is one loop so it won't fall off. He's never worn one before.

I started buying scarves when DD was 2 but she never would keep them on. She has a new one this year (4yr) and she still gets annoyed with it.

DD didn't like putting one on (and keeping it on) til she was about 3 yo.
