My 14 month old wore a puddle jumper to the pool last week. We were able to get it tight enough on her. They are meant for toddlers 30lbs and up but it depends on their height and size too.
You could get an infant life vest if you think your LO is too small for the puddle jumper

It is 30 pounds for the one that goes across the chest and on the arms. So my son at 2 years and 3 months is not big enough for it (25 pounds!). Which is stinky cause he has to wear life jacket at the water park and so it is an infant one (the only type under 30 pounds). He can't swim in it at all. In fact we tried him in it and he was held face down in the water and couldn't roll over.

LO is 14 months and I just bought a puddle jumper for him since he hates all other floats and loves to jump right into our pool. He is only about 24 lbs, but all the reviews said it worked well on kids that small. It seems to fit him well, but we will test it out in the pool tomorrow.

We just got Wagon Jr. his first one at 3.5 years and he's still kinda small for it!!

A float suit might fit better since it wouldn't restrict her arm movement as much. I feel like a puddle jumper on such a little one would leave her with her arms stuck out, not being able to move a lot.
