He really likes his bath book (I just found a second one for the pool at the Dollar Tree, it was a little people brand one), green toys stacking cups, and... a washcloth

F is 9 months and he loves a ladle, a small plastic bowl, and an empty travel size shampoo container. Keeping it real in our bathtub (real cheap).

LO's favorite is a hippo in an inner tube that was given to him by a nice lady at a drugstore in Venice. So I think anything could be a favorite bath toy - all toys are fun to splash in the water.

She loves the washcloths and the boon foam bath toys. They are the perfect size for sticking in her mouth!

Washcloths, stacking cups, plastic rings (the kind that join together, not like jewelry rings!), squirty animals, these dogs called "dirty dogs" that have spots on them that disappear when they get into warm water, VTech spouting water frog.

LO especially loves the little Geranimals bath books we got for 25cents at a clearance rack in Wal-Mart.
We also have the Boon Waterbugs, she loves the net, and I love how the bugs are solid, so I don't have to worry as much about mold. She used to always play with regular bath toys you can buy anywhere, we have the Munchkin 5 Sea Squirts, but it's a pain to drain them all each time. I try to only let her play with 2 at a time because of this.
I recommend this bath net. It's cheap and it stays up. http://www.amazon.com/Safety-1st-Bath-Toy-Bag/dp/B004EWGDCE/ref=sr_1_1?s=baby-products&ie=UTF8&qid=1374297110&sr=1-1&keywords=bath+net
