For the purposes of their study "interpregnancy interval" was defined as the time between one live birth and the next conception.
I think the WHO's official recommendation for a minimum interval is still 24 months, but, both the metanalysis I linked to and a handful of more recent studies point to an 18 month interval having similarly good outcomes.

DH and his sister are almost 3.5yrs apart, and it doesn't seem they were ever close in age or stage. So, I would say under 3 yeas, more like 2.5 and under.
