BJ's might. Stop and Shop (NE grocery chain I think) has carts with the "cars" below the handle that seat two.

Our grocery stores, HEB does. It really bothers me though, I can't get my cart cover on it at all. Even though I have three kids I never put two in the cart at the same time. DD walks, DS#1 rides, and DS#2 is worn. Even once DS#2 is big enough to ride, I probably won't put him in until DS#1 is trustworthy enough to walk

Kroger has a few, HD, Target, and I think Sams. Not sure about Costco.

Some Targets do, now! I LOVE them. I have no idea why more places do not have them. They make life so much easier.
