We went through a similar phase around that age. What helped was being persistent with holding their hand and time outs (when we were able to). It seriously took him months to understand you have to hold hands while crossing the street. I would also point out scenes in his books and made sure to always say: You have to hold hands while crossing the street. He's 28 months now while he doesn't dash into the street, he'll test his limits sometimes and step into the street when he's not supposed to. Little rascal!

I think it depends on the kid. DS has always lived in cities with no car, so we walk/stroller/scooter/bike everywhere. From the very first time I took him for a walk with no stroller (maybe 13 months), I told him about how he has to always hold my hand, we never go in the street, we always look for cars, etc. I think the repetition really worked and at 3.5 he has never run into the street. He know the rules. When he was younger, if he didn't obey, he went right back into the stroller.
On the other hand, a few months ago I was going to daycare to pick him up and I saw a boy from his class who is slightly older RUN out of the school and right into the street. I was terrified (and too far away to run after him). Luckily, it's not a busy street and his mom caught up to him really fast, but that could have been tragic. I am incredibly paranoid about sidewalk safety.

we emphasize thatLO has to stay on the sidewalk, or else he holds our hand. It's 90% reliable at age 20m. He knows if he ignores us, he gets picked up or has to go inside so... He tends to

We started enforcing/talking about it when she started walking at 12 months. We don't live on a particularly busy street, but I don't want her to think that if she goes into ours she can go into any street. There's a strip of grass between our sidewalk and street, so we've always enforced that she can't go past the sidewalk when she's playing in the yard. When we're in the city or crossing the road, etc we point out the differences in material of sidewalks vs streets and make a big deal about holding hands, looking both ways, and still waiting for mommy or daddy to give the okay to start walking. She gets disciplined for not obeying.

We have been talking about it since 12 months but I think "safety" theme month at preschool made it click for her a few months ago at 27 months!

we live on a busy street so when we are waiting on the curb to cross the street we always say DANGER CARS! she usually will try to step off the curb but we hold her hand and block her way and say Danger!
Now when we're in the parking lot she always says DANGER and stays near us or the car when we are unloading

R always wants to run into the street. We tell her she can't go past a line in the driveway unless she holds our hand but she doesn't remember or doesn't get it.
