I started letting her draw when she turned 1. She did try to eat them at first, and succeeded a few times.
I just bought her these. Figured they were less likely to break, and easier to use. She LOVES them! She actually loves taking them out and putting them back in the "case" than she does coloring with them though.

We waited until more like 2. Before that she didn't seem to get what to do with them. She loooves colouring now!

Around 14 months daycare started to give crayons to my son. They watch them like hawks though and correct them if they try to put them in their mouths. Same with playdoh and other items. It has made a difference because by 16 months I could give him crayons at a restaurant and he stopped trying to put them in his mouth.

At a year I started trying. So far he hasn't tried to put them in his mouth but is a lot more interested in throwing them around than coloring.

I was thinking about this too... the boy I nanny will "color" for a few minutes, then get bored. His mom said she's found very colorful poo in his diapers lol!!

Early, like nine months but once in awhile she would stick it in her mouth so I had to be on her. She quit altogether at about 16 months.

I give them to her a lot but she still has no clue what to do with them. She likes to hold them, and rarely puts them in her mouth, but still doesn't get the coloring concept.
