PBK makes great ones, but you could skip 'em & just use a regular towel if you don't wanna spend $$$

You know how to sew, right? We were given two different homemade towels as gifts and they are great! Both are made with regular towels for the base and washcloths for the hood. Here's a pin for a tutorial! Ours is a lot like this!

We're having the same problem! DD is only 9 months, but she is already outgrowing her Carter's hooded towels. Just when I was about to give up on finding good hooded towels I got a catalog in the mail from The Company Store. They have some cute ones for little kids on sale right now.
