Craft stores like Michaels can be cheap, if you use their coupons. But you usually have to do it one at a time, and it's still not super cheap.

For REALLY cheap frames, you can get a 4-pack of varying sizes for $1 at the dollar store. I have hung several galleries of our vacation photos using those 25-cent frames. The quality is what you'd expect, and if you knock them onto the floor they break immediately.
For affordable-but-decent-quality, I use Craig Frames on Amazon. Almost any size is available and I think they look beautiful. Ikea. Great for matching styles in different sizes. We have a gallery wall using Ikea frames.

I find TJ maxx, Marshall's & Michael to be good for frames. And also thrift stores - you can paint them all to match!

Hobby Lobby has 50% off all frames right now, I just got a couple yesterday for our bathroom and our living room. As for a variety you can find some at Walmart/Dollar Tree and spray paint. I find that the best frames for a gallery wall are mix matched to give it variety! Buy a couple fun patterns/colors and then use the basic cheap ones from Walmart to balance them out!
