How many people do you think would need to participate to make this really fun?

Hmm idk what the minimum would be. We always do it with DH's family and there are like 20 people and it's always fun!

My mom canceled Christmas in part because my bro and I said no more exchanging gifts (I totally believe this), but I would be open to a White Elephant exhange. We are a small family of four though and this year, prior to the cancelation, would be three.
