Little post-its. Cheap, easy to clean up, and it would entertain my daughter for hours.

We are on our way home now with a 7 month old. Sophie the giraffe, basic plastic links, noggin head, baby banana tether, and an empty water bottle. Oh and puffs! Which I know isn't a toy but instantly stops crying!

Not exactly a toy, but an empty water bottle and disposable straws are always a hit at our house.

@lemong: post-its are still a go-to at 2+ years! She tried to get into my work bag one day and DH called my post-its "work papers" - now she asks for post-its by asking for her work papers

Any of the above provide triple the entertainment when stuffed in a peanut butter jar or puffs container for some "in and out" play...I can't remember if my daughter started that quite by 7 months but pretty near there. We filled the container with things like toy cars, finger puppets, playdoh cookie cutters, big pompom balls, etc.
A travel-size wipe container stuffed with different textures of fabric scraps to pull out over and over is fun too.
My travel-toy mantra is the more disposable, the better. You've got enough to think about when traveling with LO without being on your stomach trying to squeeze under a seat to search for a special toy from Grandma before deplaning.

@tinyperson - that is adorable! I have to hide my post-it notes from DD, who is over 2.5 now, because otherwise she'll definitely use them all!
