H&M has some, but they're not super thick. Very affordable, especially on sale.
Edit: they're labeled with "brushed inside" in the description

My daughter's favorites are from Primary, but we picked up some from Target in a pinch over the weekend (she suddenly got a lot taller and her pants are all too short!) and she says they're comfy too. They don't feel as thick to me, but I couldn't beat the convenience and price since we needed something quickly.

DD has a few pairs of the cat and jack fleece lined leggings from target, she likes them and they seem pretty warm to me. Probably not the best or thickest but for the price they do the job.

My kids have the Cat and Jack fleece-lined leggings, too. They really like them, but my older DD doesn't like to wear them on days they go to gym, because she gets too hot. But if they are wearing those, I don't feel the need to double up on leggings on the super cold days for their walk to/from school.

There is a Target on my way home from work! I'll give Cat and Jack a shot, and if that is a no go I'll try Gap and Primary.

@meganmp: FYI the cat and jack ones run a little shorter- especially in the waist- than their regular leggings. Only mentioning that because you said tall.
I’ve heard good reviews of the Gap ones. My favorite so far are these Old Navy ones- they are like athletic leggings but lined. My 6 year old likes them.

@Foodnerd81: do you mean they’re more of a low rise? I find kids clothes are never cut consistently and it’s frustrating! I haven’t been happy with cat and jack lately

@gotkimchi: I think it’s partly shorter in general and then I guess yes, a low rise. My daughter is on the shorter side so the length isn’t an issue (she cuffs their regular leggings). But these slide down her butt sometimes. I still like them but maybe buy just one pair to see how they fit before you stock up.

@Foodnerd81: that’s funny, on my girls they are high rise! Like cover the belly button. My younger one is wearing them today—she’s in an XS and normally wears a 5.
