We own a classic car (think: small vehicle, lap belts (not retracting), no air bags, no anti-lock) and I don't see a problem with my small child riding in it, as long as it isn't being driven at high speeds, and one of us is behind the wheel. (I will not have my infant ride in it though.)

I'd be happy to teach her to drive it when she's older too - assuming she shows herself to be a responsible driver.
