@oliviaoblivia: this sounds irritating! I would either tell them not to bother (whatever happened to the thought behind gift giving?!) or alternatively, just put it towards something useful like a museum or aquarium membership...?
Once I was asked to pick something out and then send them the bill - which totally annoyed my heavily pregnant self.

@Corduroy: was your mom being passive aggressive or just thought it was nice? Either way I like that idea My grandfather had a hard time shopping and getting out so he always have us checks for Christmas. We would save or spend it as needed and always appreciated that (though obviously if I can remember that I was older).
I like the family membership idea or saying you could use the money for their savings. No way would I bother venturing out to a store unless there was stuff I wanted to buy anyway.
Or can she pay for a baby sitter for the girls and a date night or for you? Or a spa day? Happy mom is a gift to the girls, right??

Yeah I'd go Korean on this and just ask her not to trouble herself and just send a check. Then tell her you will take the girls on some cool adventure at some point and next time you do something fun snap an iPhone pic and use an app to send a thank you card that says thank you Grandma for the awesome tea party or zoo day or museum trip or aquarium day or whatever.
