Yes! My DD wears soft soles most of the time and she's been walking for ages. The only time I don't put her in them is when it's raining.

@Arden: @Mrs. Sunshine: So they don't get scuffed or anything on rocks/mulch/etc? Does it make a difference if my LO is used to wearing hard soles?

@daniellemybelle: They can get a little scuffed on the bottom but I don't care cuz you don't really see the bottoms anyway.

This is the brand of moccasins we have (and sell). She doesn't walk yet but so far they have held up to chewing and crawling on cement. I just like the price
