Honestly, I think gender neutral. I know two boy Rowans, but also am aware of a few girl Rowans.
I like the name for either!

My stepson is Roan, which I think is masculine. The w in Rowan feminizes it a little for me personally.

I think of it as a boy's name. I have never met a girl named Rowan yet but I am sure it could work. I think the person makes the name special.

I always assumed girl. But I just found out that an acquaintance had a baby boy the other day and named him Rowan, so that changes things.
