If I get the chance to honk, I'll honk if it's stupid/ crazy/ dangerous enough. Sometimes, it will happen so quickly that I'll just curse and wish I could have honked.

I rarely ever use my horn, not because it's difficult to use but because DS is usually asleep in the back in his car seat. Since I'm hardly never without him, I've just gotten out of the habit. Instead I just talk to the driver in question - never yelling - and use hand signals (usually just an open hand thrust upwards, like 'What's your problem?')
