I'm in HR and I can't tell you why, but for some reason I think TWIMC sounds better if you don't know who it's specifically going to. ;:)

Isn't that the point of it? When you are unaware of who or how to addess the person who is yeilding your letter.
I sometimes will write a header at the top like:
Re: Management
and then i'll just start the letter.
