At what age do you stop handing out party favors?
Our neighbors across the street; their kids are older. 10+ I think.; do they still need favors?

They don't need them but I am sure they would love them!
I had a sibling at DD's 4th bday party who was in 6th grade - I gave her a favor and she loved it!!

I just had my DD's 1st birthday party and I did goodie bags for kids 10 and under. I was initially thinking of doing 12 and under, but I guess 7th graders aren't exactly "kids" anymore and may not want to be treated as such. But I did do favors (cookies) for everyone (adults included) to take home.

I would do favors for every age, but try to make them somewhat age appropriate.
