Is your brother looking for a gift that she will wear/ use on the wedding day? Jewelry is always a good one. Depending on what your FSIL already has planned a Sugar Plum bathrobe and bottle of champagne sent to her wedding suite would be nice too.

He really surprised me and gave me a pair of sapphire and diamond earrings as my something blue that I had admired when we were picking our wedding rings. He is not super observant typically so that was a huge surprise!
My new BIL made a video for my sister of him singing their first dance song to a collage of photos and videos of them. So sweet and thoughtful!

One of those journey necklaces. Not my style, so I would have preferred a nice set of halo stud earrings or a tennis bracelet. Or even something that represented us as a couple would have been nice.

Having a wedding was our gift to each other. That was already so expensive, I can't imagine spending more on a gift.

We did nothing. I actually got him a tshirt that had my family name on it randomly and wrote a letter and a little list of things I love about him. Just remembered that. Haha. Our photographer said to him did you do anything and he quickly scribbled out a note for her to give me.

DH got me morganite earrings set in rose gold. I didn't wear them at the wedding but they are one of my favorite pieces of jewelry.

He got me a pretty (not expensive) Swarovski bracelet. I was surprised! And I went ahead and put it on and wore it for our ceremony.

Does my wedding ring count? We each bought the other's ring, so I guess those were the gifts. He also got me a card, which was awesome...and awkward since I didn't get him one!

We didn't do anything but my brother paid an artist he found online to do a portrait of his fiancé Pixar-style (she's obsessed with Up).

He wrote me a song and recorded it in GarageBand! The Mac was mine so he only worked on it while I was sleeping. The day of our wedding he gave my sister and MP3 player with the song on it, it was the sweetest thing ever!

There are some really great ideas here!
My FSIL had a family ring set that my brother was able to use (and he's very thankful for it!). But I think for the wedding he wants to actually give her a piece of jewelry from him.

We wrote each other letters to read the day of the wedding. Ever the procrastinators, mine was written on hotel stationary from the night before and he had to ask my mom for paper since he stayed with them the night before.
