on top, but our britax covers are kind of long so they come down his shoulder a little, if that makes sense.

I always thought they were more to protect the neck from the edge of the car seat strap, so you'd put them up over the shoulders. Am I wrong?

@MsLipGloss: I had taken them off but put them back on recently when I noticed red marks on lo's neck. I put them on her shoulders and she no longer gets those red marks.
My carseat also has these big chest protector things on the straps so I can't pull the pads down far. I'm pretty sure they go on the shoulders, though.

Shoulders for all the reasons noted above, and also to keep him from him biting them when he's bored.

The chest clip is supposed to be pretty far up (aligned with the armpit), so I think for most kids they'd be on the shoulders anyway.
