I'd think it was a little weird but not enough to be annoyed or anything. Personally, I'd feel more comfortable limiting the guest list to less children than excluding parents.

I'm surprised so many people have a problem with it. I think 4 is old enough for it to be a party for the kids, and you're offering to cover a parent to accompany them. I don't get why you would be expected to host every kid's whole family. People are welcome to decline if they'd rather family time.
