It's poverty, baby. We need to do a better job of addressing disparities in this country. The war on poverty needs to make a resurgence.

Absolutely poverty. Whilst cocaine is never good, the effects of poverty are so much further reaching, long lasting, and powerful in their impact (in a negative way). I didn't even read the article yet but I'm going off my experience as a social worker, having worked with both populations (drug users and impoverished families). It is shameful just how poor the outcomes are for the impoverished in countries like the US where a strong social safety net is not in place.
