I would probably not say anything beyond "Are you sure that's safe?" and when she responds with "Yes" I would just say "Well, okay as long as you have done your research... I wouldn't want anything to happen to the baby!" and leave it in her court.
Unfortunately you can't make someone stop using tanning beds while pregnant... or stop smoking, or drinking, or anything else. I do think a pregnant woman doing any of those things is extremely selfish.

I speficially asked my OB about this.
She said that tanning is never good for you, pregnant or not. However, tanning won't harm your baby. She said if the rays from tanning could "cook your baby" (or basically harm it in any way) then they would also harm your insides when you're NOT pregnant, which they don't. the danger is the damage to your skin.
she did say there is a concern for getting overheated or elevated body temperature while pregnant, so if any of her patients insisted on tanning (which of course she didn't recommend) she said use major fans and drink toonnnssss of water.

She tagged a girl that I don't know and they both wrote like 3 or 4 LONG comments on how I am a bitch and they work at a tanning salon and they know there is no issue with it, it doesn't do anyone any harm and they "know their shit" and started spouting off all this information that doesn't even pertain to pregnancy.
I just unfollowed her.

I tanned a few times in high school for prom (I mean actually only a few times - that was for free, I never wanted to pay for more visits, lol). I don't know what I was thinking, now. I think my friends are stupid when they want a "base tan" to not sunburn. But I keep my mouth shut.

@Rainbow Sprinkles: Great post. This is what I was trying to articulate earlier. I did not use tanning beds while pregnant but I did stop using tanning lotions because I was more worried about the chemicals.
